During this time, he held the portfolios of Army (1966-68), Defence (1969-71), Education and Science (1968-69 and 1971-72) and, after three years in Opposition, was Prime Minister (1975-83). Description: This series contains correspondence received by former Prime Minister J M (Malcolm Fraser) and his wife, Mrs Tamara Fraser, following the defeat of the Liberal-National Party Government in the March 1983 election. Mr Fraser subsequently resigned as leader of the Liberal Party and from Federal politics. The correspondence is from members of the public; constituents in Mr Fraser's electorate of Wannon; business, church and other community groups; Liberal Party colleagues and some overseas dignitaries. The messages - almost entirely sympathetic and mostly from long-term Liberal Party supporters - convey regret at the 1983 election loss, but also pay tribute to Malcolm Fraser for his leadership qualities and dedication to party and country, and congratulate him on becoming Australia's second longest-serving Prime Minister. Most messages include good wishes for the future and a happy retirement. Others praise Mrs Fraser for her unfailing support for the Prime Minister and for establishing the Australiana Fund in 1978. The Loans Affair had its origins in controversial arrangements, initiated in 1974 by the Whitlam Government, to borrow $4 billion from overseas sources through a Pakistani dealer, Tirath Khemlani. The Affair reached its peak in mid-1975, but contributed to the Opposition blocking Supply in the Senate and the subsequent downfall of the Government in November of that year. Two senior Whitlam Ministers involved, Rex Connor (Minister for Minerals and Energy) and Dr Jim Cairns (Treasurer) had already lost their portfolios. The Queensland Government (Premier Joh Bjelke-Petersen) prompted further investigations in early 1976, but with no significant result. Description: Representations received by J M (Malcolm) Fraser as Leader of the Opposition relating to the Whitlam Labor Government's proposed legislation to establish an Australian Government Insurance Office (AGIO) and amend the Commonwealth Superannuation Scheme. The Australian Government Insurance Office Bill (1975) was introduced into the House of Representatives on 23 April 1975 and given its second reading on 15 May. It passed to the Senate on 3 June and was further debated on 20-21 August, after which the Bill finally lapsed. It had prompted considerable protest by members of the public, Liberal Party branches, some businesses and those working in the Insurance industry. It was perceived by some as at attempt to nationalise the industry, thereby creating a government monopoly in competition with hundreds of existing insurance companies. The several thousands of representations in this series, and the timing of them (most are dated late April to late May), suggest that the legislation was the first major issue for which Mr Fraser gained significant public support as Leader of the Opposition. Description: This series includes five appointment diaries of J M (Malcolm) Fraser, maintained by her personal staff, for the years 1971. 1972 and 1974. They relate in part to the periods when he was Minister for Defence in the Gorton Government (items 1-2), Minister for Education and Science in the McMahon Government (items 1-4) and a member of the Opposition Executive before he succeeded Billy Snedden as Leader of the Opposition (item 5). The diary entries are in several hands, including that of Mr Fraser. They record both official appointments and social engagements, ranging from Parliamentary sittings, Cabinet meetings, Liberal Party and electoral meetings to appointments with diplomats, political and other colleagues; engagements with community and other organisations and family commitments. Items 1-3 include a partial telephone directory at the back of the volumes. Item 4 includes a list of 1972 Budget sittings and lists of Members of Parliament and Liberal Party Opposition spokesmen announced on 8 January 973, a month after the Whitlam Labor Government came into office. There is no appointment diary for 1973 nor, as could have been expected, for 1975. When Mr Fraser became Prime Minister, the system for recording his appointments was changed to a series of index cards and related correspondence files. Description: Office copies of outward correspondence. This series was maintained in the period J M (Malcolm) Fraser was Leader of the Opposition (1975) and, subsequently, Prime Minister (1975-1983). Known as 'Chrons' ('Chronological'), the correspondence in this series was kept in two-ring binders in the Prime Minister's Office from November 1975. Most of the letters are addressed to members of the public, including people in Mr Fraser's constituency, the federal electorate of Wannon in Victoria's Western District. A small number of politicians, business and other prominent figures are also represented. The 'Chrons' relate to a mix of personal and general issues, including administrative matters in the Prime Minister's office, and as a result are wide-ranging in their subject matter. Many of the letters are brief acknowledgements, while others are more substantial in content. They are on either white or green paper for the Opposition period, and yellow or white paper for the Prime Ministerial period. This series comprises subject files maintained by former Prime Minister J M (Malcolm) Fraser from about the time of his election to the House of Representatives in December 1955 as Liberal member for Wannon (Victoria) to late 1969 when he was appointed Minister for Defence in the Gorton Government. For much of this time, Mr Fraser was a backbencher, but some of the more interesting files in the series date from when he was Minister for the Army (1966-68) and Minister for Education and Science (1968-69). The files include personal correspondence relating to the Fraser family, their private home in Deakin (Canberra) and Western District property 'Nareen'; Mr Fraser's private car (a mercedes); donations; his fishing interests and his appointment to the Education and Science portfolio. More official correpondence relates Mr Fraser's overseas trip under a United States Government Leader Grant (1964) and include some insights into his views on Vietnam at that time. The series includes several files of financial receipts (personal, electoral and miscellaneous). Description: Papers relating to the Commonwealth Eminent Persons Group and the United Nations Panel of Eminent Persons. This series was accumulated in the period 1985-89 by former Prime Minister J M (Malcolm) Fraser as, firstly, Chair of the United Nations Panel of Eminent Persons on the Activities of Transnational Corporations in South Africa and Namibia and, secondly, as Co-Chair of the Commonwealth Group of Eminent Persons. The United Nations Secretary-General appointed Mr Fraser to the eleven-member Panel of Eminent Persons (EP) in August 1985, when there was worldwide concern over the links between transnational corporations and South Africa's apartheid regime and the latter's control of Namibia. Some 1000 transnationals, from the USA (over 400), United Kingdom (360), Germany (140) and Australia (24) were estimated to be active in South Africa, particularly in banking and mining and the energy, automotive and electronic industries. Mr Fraser visited South Africa prior to chairing the panel's public hearings in New York (16-20 September 1985). The panel re-convened the following month (10-11 October) to finalise its report, and its work was an important step towards the eventual dismantling of apartheid. The seven-member Commonwealth Group of Eminent Persons (COMGEP) was established on the initiative of Australian Prime Minister R J L (Bob) Hawke. Formerly NAA series M2186.

This series comprises drafts and final versions of electorate talks (transcripts of radio broadcasts) and press releases prepared for J M (Malcolm) Fraser as Member for Wannon (Victoria). The series dates from 1971 to early 1983, although there are no records for the period from October 1985 to April 1981 inclusive. The earlier electorate talks (to 1973) were broadcast on local radio stations 3HA (Hamilton), 3YB (Warrnambool) and 3LK (Western Victoria) in a series 'Our Australia'. Occasionally prefaced with the phrase 'This is Malcolm Fraser in Canberra', the transcripts were distributed to Liberal Party branches and local newspapers in Mr Fraser's electorate. The talks cover matters both specific to the Western District (e.g. postal and telephone services) and of wider public interest (e.g. CSIRO, education, wool industry, rural reconstruction). The radio broadcasts for 1974-87 focus increasingly on issues associated with the Whitlam Labor Government, and include talks on Senator Lionel Murphy and the 1975 budget. This series consists of folder of travel arrangements made on behalf of former Prime Minister J M (Malcolm) Fraser following his resignation from Federal Parliament on 31 March 1983 after the defeat of the Liberal-Coalition Government at the election of 5 March 1983. After leaving federal politics, Mr Fraser has held several significant appointments including with CARE Australia and CARE International; the United Nations and the Commonwealth Group of Eminent Persons. This is one of two series of correspondence of J M (Malcolm) Fraser relating primarily to representations from individuals or interest groups associated with his constituency, the electorate of Wannon in Victoria's Western District. A significant number of the representations, however, originated from elsewhere and are not, strictly speaking, 'electorate'. The series covers Mr Fraser's entire 28 years in federal politics (1955-83), although most records date from the early 1960s. The second series (National Archives of Australia Series M1332) is arranged by name of correspondent (alpha-numerical). This series is arranged by file title (lexicographical). The series is in three distinct sets. The first covers Mr Fraser's years as a backbencher until his first portfolio appointment (1955- 66). The second covers his Ministerial years in the portfolios of Army (1966), Education and Science (1968-69 and 1971-72) and Defence (1969-71), including a six-month period when he was again a backbencher (March-August 1971). The third set relates to the period when Mr Fraser was Prime Minister (1975-83). The representations cover a very wide range of subjects including defence and national service; immigration and primary industry. This series consists of folders of research material accumulated and used by Senior Advisers to J M (Malcolm) Fraser during the middle period of his Prime Ministership. The advisory staff at this time included Petro Georgiou, Alan Jones and Ian Renard. The material is arranged in lexicographical (subject) order, although some inconsistencies are apparent, partly due to the later inter-sorting of additional files. Subjects dealt with include the arts, Australian Policy Institute, Australian Science and Technology Council, Commonwealth Public Service, the economy, 1977 and 1980 elections, the Galbally Report on post-arrival services for migrants, immigration, industrial relations, oil reserves, overseas trade, state Premiers and youth employment. This series was maintained in the Prime Minister's Office and records the administrative activity within that office during the Prime Ministership of J M (Malcolm) Fraser. It covers his entire Prime Ministership from November 1975 (when Mr Fraser was 'caretaker' Prime Minister) to 11 March 1983. Some papers have an earlier date and many originated in the Department of Prime Minister and Cabinet and the Department of Administrative Services, reflecting the close working relation- ship between those departments and the Prime Minister's Office. This series of correspondence was maintained by J M (Malcolm) Fraser, initially as Leader of the Opposition and then as Prime Minister. It covers the period from March 1975 to December 1982 (three months before the Fraser Government was defeated in the March 1983 election), although some earlier papers are included. Papers relating to the Liberal Party's Executive originated from the Federal Secretariat and include Federal Council papers, minutes of meetings, reports, circulars, general correspondence adn the Federal Director (Tony Eggleton)'s correspondence. This series contains personal biographical information relating to J M (Malcolm) Fraser accumulated by his Press Secretary (David Barnett) and other Press Office staff, mainly during Mr Fraser's Prime Ministership. The papers cover the period from November 1975 ('Caretaker' Government) to July 1982 (first half of the fifth Fraser Ministry), although some papers are dated earlier. The files comprise biographical notes about Mr Fraser and his wife (Mrs Tamara [Tamie] Fraser) and press clippings relating to the Prime Minister, his family and his business interests. Description: Photocopies of documents (Appendices A-C) tabled in Parliament on 27 and 28 March 1973, in connection with a statement by the Attorney-General (Lionel Murphy) concerned alleged Croatian terrorist activities in Australia over some years. Murphy's statement followed his controversial visits to Australian Security Intelligence Organisation (ASIO) offices in Canberra and Melbourne on 15 and 16 March 1973 respectively, and the three-day visit of the Prime Minister of Yugoslavia (Mr Dzemal Bijedic) from 20-22 March 1973. The statement was discussed in Cabinet on 20 and 27 March 1973 and was the catalyst for the Senate Select Committee on Civil Rights for Migrants. This series of speech notes, addresses, articles and related papers of J M (Malcolm) Fraser dates from early March 1972, when he was Minister for Education and Science in the McMahon Government to February 1983, shortly before the end of his own Government. It includes the period when he was an Opposition spokesman (1973- 75) and, more particularly, Leader of the Opposition (March-November 1975) during the Whitlam Labor Government. The speeches were given to various professional and business associations, Parliament, Liberal Party branches, community organisations, civic receptions, political rallies, etc. They cover a wide range of subjects to suit the audience or focus on particular political issues. Subject include open government, rural production, primary industry, Australian Security Intelligence Organisation, Commonwealth-State relations, mining industry, industrial relations, inflation, interest rates, petrol prices, health policy, Australia's relationship with South East Asia, etc. The series is essentially filed in chronological order, each file recording the date, occasion and sometimes title of the speech. From 1979, the invitations are divided into acceptances and refusals, by state or territory; and those for which representatives were nominated in chronological order. From 1981, there are separate files for overseas invitations. The use of blue file covers for acceptances and red for refusals is inconsistent, and several gaps appear in the chronological sequence. Description: Correspondence of J M (Malcolm) Fraser relating primarily to representations from individuals or interest groups associated with his constituency, the electorate of Wannon in Victoria's Western District. A significant number of the representations, however, originated from elsewhere and are not strictly speaking 'electorate'. The series covers Mr Fraser's entire 28 years in Federal politics (1955-83), although most records date from the early 1960s. The series is in three distinct sets. The first covers Mr Fraser's years as a backbencher until his first portfolio appointment (1955-66). The second set covers his Ministerial years in the portfolios of Army (1966-68), Education and Science (1968-69 and 1971-72) and Defence (1969- 71), including a six-month period when he was again a backbencher during the Gorton Government (March-August 1971) and a later period when he was a member of the Opposition during the Whitlam Government (1972-75). The third set relates to the period Mr Fraser was Prime Minister (1975-83). The representations cover a wide range of subjects including public facilities (e.g. aerodromes, hospitals, postal services); business interests; defence; national service; immigration; and Commonwealth policy matters relating to primary industry (e.g. wool, live sheep exports). Description: Get well messages. This series was maintained in the Prime Minister's Office during the Prime Ministership of J M (Malcolm) Fraser. It covers the period from November 1979 (second half of the third Fraser Ministry) to November 1982 (four months beofre the end of Mr Fraser's term in office). The correspondence relates to Mr Fraser's illnesses in November 1979, September 1981 and, particularly, November-December 1982 when he was hospitalised with a back injury. The messages are from friends and colleagues, constituents from his electorate (Wannon in the Western District of Victoria) and other members of the Australian public. They include letters from Sir James Scholtens (Ceremonial and Hospitality Branch, Department of Prime Minister and Cabinet), Peter Durack (Attorney-General), Bill Hayden (Leader of the Opposition), R D Nesen (United States Ambassador), Sydney Women's Hospital Committee, Sisters of the Good Samaritan, school classes, private companies, church and other community organisations, etc. The series contains cards, letters and telegrams, including an impressive selection of commercially available 'get well' cards and embossed or illustrated writing paper. Description: CARE Australia and CARE International correspondence, board papers, minutes and corporate council records. J M (Malcolm) Fraser founded CARE Australia, one of the country's largest overseas aid organisations, in 1987. From 1990 to 1995 he was President of CARE International. During this time, CARE was involved in providing aid following the earthquake and tsunami in Papua New Guinea (July 1998), floods in China (July 1998) and Hurricane Mitch in Nicaragua and Honduras (October-November 1998). In 1999 two CARE Australia workers, Steve Pratt and Peter Wallace, were charged with espionage and imprisoned in Yugoslavia. Malcolm Fraser was appointed special envoy to work to secure their release. Pratt and Wallace were released in September after five months in prison.
